Is online gambling legal in Uzbekistan?
Presidential Decree UP-68 of 19 April 2024 allowed the organization of risk-based games on the internet, which covers online casino products, and bookmaking from 1 January 2025, alongside licensed lotteries, all under five-year licences issued by the National Agency for Perspective Projects (NAPP). Land-based casinos remain prohibited. NAPP adopted its licensing regulation in July 2025 and granted the first licences on 31 July 2026 to Olimpbet (olimpbet.uz) and Aurum Vale (oltinbet.uz), each receiving a bookmaking licence and an internet games licence valid to 30 July 2031. Licensees pay a 4% tax on gross gaming revenue under an experimental regime reset in May 2026 to run from 1 July 2026 for three years, and winnings paid by licensees are exempt from personal income tax.

Who regulates gambling in Uzbekistan?
- National Agency for Perspective Projects of the Republic of Uzbekistan (Истиқболли лойиҳалар миллий агентлиги) (NAPP) — Licenses and supervises lotteries, internet risk-based games and bookmaking, keeps the public licence register and the list of persons barred from participating, and prepares the sector's tax and licensing legislation
- Ministry of Economy and Finance and the Tax Committee (MEF) — Set and collect the experimental 4% turnover tax and are drafting the Tax Code amendments due by 1 January 2027
Uzbekistan gambling licence: how it works
Decree UP-68 designated NAPP as the licensing authority for three activities: organizing lotteries, organizing risk-based games on the internet and bookmaking. The Regulation on licensing these activities, registered on 7 July 2025 and in force from 8 July 2025, sets the licence requirements for Uzbek legal entities, including minimum charter capital, a reserve fund to cover winnings, refunds and tax liabilities, technical infrastructure and connection to the unified register of players and bets. Licences run for five years and are listed in NAPP's electronic register. The application fee is 500 basic calculation units, and lottery organizers pay 0.1% of the game volume for approval of lottery conditions. NAPP confirmed in March 2026 that no licence had yet been granted; the first licences followed on 31 July 2026 under NAPP orders 62 to 65 of 27 July 2026. Industry reports put the minimum charter capital for a bookmaker at about UZS 56 billion, and both first licensees capitalized well above the threshold.
What an applicant needs
- Uzbek legal entity applying to NAPP for each activity separately: bookmaking, internet risk-based games or lotteries
- Minimum charter capital and a reserve fund covering winnings, returned stakes and tax obligations, as set in the July 2025 licensing regulation
- Servers and gaming platform meeting the technical requirements, with connection to the unified register of players and bets
- Participation limited to residents and non-residents aged 18 or over; persons on NAPP's prohibited list, including certain public officials, must be excluded
- Compliance with AML and counter-terrorist-financing law, with fines of up to 1% of minimum charter capital for breaches
- Operation through a domestic domain, in practice .uz, with a licence number verifiable in the NAPP register
Gambling taxes in Uzbekistan
- Operators: Turnover tax of 4% on the total income from lotteries, internet games or bookmaking less all winnings paid and stakes returned, which is effectively a 4% GGR tax, applied as an experiment from 1 July 2026 for three years (Decree UP-95 of 19 May 2026 amending Decree UP-68); a Tax Code bill setting the permanent mechanism is due by 1 January 2027.
- Players: None: winnings from lotteries, internet games and bookmaker bets organized under NAPP licences are exempt from personal income tax.
- Also: The original decree set the 4% regime from 1 January 2025 for five years; the May 2026 amendment restarted the clock from 1 July 2026. NAPP had estimated annual budget receipts from bookmaking and lotteries of about USD 6 million before licensing began.
Advertising, player protection, KYC and payments
Advertising
Advertising rules for licensed operators are being written into the Law on Advertising through amendments the decree ordered; until they are adopted, general advertising law applies and only NAPP licensees may promote gambling services. Operators should expect restrictions aimed at minors and at unlicensed brands.
Responsible gaming
Players must be 18 or older, and NAPP maintains a list of citizens and foreign nationals barred from participating, approved on 7 July 2025. The licensing regulation requires a reserve fund, a unified register of players and bets and player-protection procedures; a national self-exclusion mechanism is expected to develop with the register.
Identity and age verification
Operators identify players, record every participant and bet in the unified register and screen against NAPP's prohibited list; they are obliged entities under AML law and face fines of up to 1% of minimum charter capital for breaches.
Payments
Deposits and payouts run through domestic bank cards and payment services in sum, with the reserve fund guaranteeing payouts. Crypto assets may not be used as a means of payment in Uzbekistan under NAPP's own crypto regime, so licensed gambling operates on fiat rails only.
Notable restrictions
- Land-based casinos and slot halls remain prohibited; only internet games, bookmaking and lotteries are licensable
- Only NAPP licensees may operate; unlicensed sites are outside Uzbek jurisdiction and offer no legal protection to players
- Minimum age 18 for residents and non-residents alike
- Persons on NAPP's prohibited-participants list, including certain officials, may not play
- Crypto may not be used as a means of payment
- The 4% tax regime is experimental and expires after three years unless the Tax Code is amended
Uzbekistan iGaming market: size, players and payments
No official GGR yet. Blask estimated that the five largest internationally licensed brands held about 65% of measurable demand in mid-2026, with monthly engagement growing 64% year on year, and NAPP had projected about USD 6 million a year in tax receipts before the first licences.
Uzbekistan is a mobile-first market with a young population, and both first licensees launched with app-based products.
Two licensees as of September 2026: Olimpbet, operating through a local company on olimpbet.uz, and the Tashkent-registered Aurum Vale on oltinbet.uz. Internationally licensed brands captured most demand during the 18 months before local licences were issued.
Timeline: how Uzbekistan got here
- 2019-12A first decree permits bookmaking from 1 January 2021, but the framework is never completed and the decree is cancelled in April 2022
- 2024-04Presidential Decree UP-68 of 19 April legalizes internet risk-based games and bookmaking from 1 January 2025 under NAPP licences
- 2024-12Cabinet of Ministers Resolution 814 of 6 December adopts implementing measures and fee rules
- 2025-01Legal regime takes effect; no operator licensed yet
- 2025-07NAPP registers the licensing regulation (No. 3638) and the prohibited-participants list; in force 8 July
- 2026-05Decree UP-95 of 19 May resets the 4% tax experiment to run from 1 July 2026 for three years
- 2026-07NAPP issues the first licences on 31 July to Olimpbet and Aurum Vale, valid to 30 July 2031
Outlook
More licences are likely now that two operators have shown the requirements can be met, and NAPP's unified register and monitoring tools are moving from build to operation. The Tax Code amendments due by 1 January 2027 will decide whether the 4% GGR rate survives the experiment, and advertising amendments are expected to follow. Enforcement against unlicensed brands, which still hold most demand, is the open question for channelization.
Launching in Uzbekistan with GameBridge
Turnkey (your licence, our platform). NAPP licences are issued to Uzbek legal entities that meet capital and reserve requirements, so the operator's local company holds the licence and runs its brand on GameBridge technology; GameBridge holds no Uzbek licence and does not serve Uzbekistan under its own licences.
An Uzbek brand on GameBridge runs on the operator's .uz domain with Uzbek and Russian site languages, a UZS wallet and geo-controls that admit only identified residents and visitors aged 18 or over who are not on NAPP's prohibited list. Domestic card and mobile payment rails connect through the operator's Uzbek bank, crypto is disabled, and the wallet's ledger produces the stake, winnings and refund data the 4% tax base and the unified register require. Casino and sportsbook can run under the two separate licences on one platform, responsible-gaming limits and exclusion tools are configured to the regulation, and GameBridge Studios and Originals ship with certification files for NAPP's technical review.
